Paris, July 13, 2026 – Meeting following the General Meeting on July 8, 2026, the GICAT Board of Directors confirmed Emmanuel LEVACHER as Chairman for a two-year term. This decision comes amid a period of profound transformation of the defense industrial and technological base, marked by the acceleration of industrial ramp-up, as well as challenges related to innovation and sovereignty.

After serving as the Group’s president since November 2025 following the departure of Nicolas CHAMUSSY, Emmanuel LEVACHER has been confirmed in his position by the Board of Directors. He stated: «We will continue the momentum built up in recent months to further strengthen GICAT’s role in serving the entire industry… Our priority remains supporting our members as they face industrial, technological, and international challenges, while continuing to develop the Group across regions, in Europe, and internationally, with openness, high standards, and pragmatism.«

A graduate of Columbia University, the Lyon School of Management, the IEP in Paris, and INSEAD, Emmanuel LEVACHER has extensive international experience with the Renault and Volvo groups. After holding several executive positions in France and abroad—notably in the Czech Republic, India, Asia, and Africa—he has served as CEO of ARQUUS since 2015. He is also a Knight of the Legion of Honor.

Founded in 1978, GICAT now brings together more than 500 member companies—large corporations, mid-sized companies, small and medium-sized enterprises, and startups—representing the entire French land and air-land defense and security sector. The association works to promote the competitiveness of its members, foster dialogue with government authorities, and support innovation and the sector’s international development.

GICAT also helps promote the industry by organizing the international trade shows EUROSATORY (France) and Expodefensa (Colombia) through its subsidiary COGES EVENTS, as well as through TechTerre in partnership with the Army, the International Mountain Troops Summit (SITM), and a network of French pavilions at major international trade shows.
